Because Finland is such a strong democracy, almost every decision taken in municipalities and towns goes through the town council and multiple boards. Most of their lists are public, unless there are some exceptions.
These lists have proved to be incredibly helpful in this hobby. That’s where I find out about city planning projects, which also help me find potential abandoned buildings. But they are the second most interesting documents. The most interesting? Municipal property strategies.
Basically they are documents, where problematic buildings owned by the municipality are listed. There is also a mention, what is planned with them. The usual alternatives are renovation for a new use, sale and demolition. The politicians then approve these strategies and the municipal workers start implementing them.

And this is how I found this location. This here is a former teacher apartment building located in the former municipality of Noormarkku, now a part of Pori. Built in the 1960’s it was on the list of buildings to be demolished.
Not a loss for anybody, I decided to go check out on it. No entry. The building was demolished in 2024.
